How can you create a fear culture? If you're a politician of the mythical country of Zugoland, you need to ensure the Zugoland mainstream media say nothing about the millions of cases of unsolved crimes.

However, you need to ensure that the Zugoland mainstream media portray the cops as outstanding successes.

And at the same time you need to ensure the mainstream media portray the law-abiding Zugoland citizens as common criminals.

Reporters

How can you create a fear culture? If you're a politician of the mythical country of Zugoland, you need to ensure the reporters are neither left wing, nor right wing, but front runners and glorified stenographers, so that the politicians they're transcribing can make the news.

To make even the dishonest politicians look good, you need to ensure the reporters who ask the tough questions do lose access and don't get invited back.

And, while the general rate of crime has gone down every year, you need to ensure the amount of coverage it gets is increasingly greater, so that the Zugoland citizens live in a constant state of fear.

Selective enforcement

How can you create a fear culture? If you're a politician of the mythical country of Zugoland, you need to enforce the laws selectively.

You need to create an atmosphere where law-abiding Zugoland citizens sit in jail and are considered guilty until they're able to prove themselves innocent.

And, at the same time, you need to ensure that large corporations and the rich are never prosecuted. Or, if they are, then they're allowed to settle out of court with a fine that is increasingly smaller and smaller, compared to their billion-dollar incomes.
