Q: How do you create a police state in the mythical country of Zugoland?A: If you're a Zugoland politician, make sure the police are set up to oppress and harass the population, not to catch and punish true criminals.
Make sure the police harass and intimidate everyone, including every good guy.
Make sure the true criminals get away with everything. After all, the police prefer to avoid the true criminals in the first place, because the true criminals do shoot back.
